The interministerial decree of 1 April 2021 has been published. This decree establishes the transition of the hazardous preparations archive to the notification of poison centres. This means that from 1 April 2021 the transmission of dangerous substances will have to be made through the Chemicals Agency portal (PCN portal of ECHA).
In summary, the decree stipulates the following.
- Dangerous mixtures for consumer and professional use from 1 January 2021 must be notified according to Annex VIII of the CLP Regulation through the portal ECHA PCN.
- Hazardous mixtures for industrial use must be notified by 1 January 2024.
- All information can be submitted in English or Italian.
The submission obligation is considered fulfilled after validation by ECHA and receipt by ECHA. - Non-hazardous detergents will still have to be notified to the EMN NCP.
- The annual fee must be paid to the ISS as reported on the website (https://preparatipericolosi.iss.it/) and is €50.
- In the Safety Data Sheet SDS it is possible to add in section 1.4 free of charge the telephone numbers of poison centres suitable to accept information in case of health emergency. A list of such poison centres can be found in the decree.
